O'Neill's hopes for Argentina deal


US Treasury Secretary Paul O' Neill has promised to help Argentina resolve its differences with the International Monetary Fund.

            Earlier Argentina's president had told him that
            Argentina needed urgent aid to help it overcome its
            financial crisis. 

Mr O'Neill - on the last leg of a tour of the region - failed offer any fresh aid to crisis-hit Argentina. But the US financial chief said he hoped a deal between the IMF and Argentina would be completed "very quickly".

Another bank cashes out


Banca Nazionale del Lavoro (BNL) announced in Rome yesterday that it will not be investing further in Argentina and “divest progressively” from its operations in Latin America. The announcement came after the Board of Directors approved its 2002-2005 strategic plan, which seeks to focus activity on domestic markets and core activities. In a statement the bank said its exposure to crisis-ridden Argentina was fully covered and that it would raise its primary capital adequacy, addressing two issues which have been a key concern to the market. “The 2002-2005 industrial plan will allow us to reach our economic and capital goals and will mean that we will strengthen our financial position already this year,” the group said in a statement after a daylong board meeting.

Argentina to give banks $9.35 bln for peso conversion


BUENOS AIRES, Argentina, July 18 (Reuters) - Argentina will issue $9.35 billion in bonds by July 29 to compensate banks whose dollar-denominated savings and loans were converted into pesos at mismatched rates, creating billions of dollars in losses, Economy Minister Roberto Lavagna said on Thursday.

The solvency of the entire Argentine financial system is at risk since the government switched banks' dollar loans into pesos at parity but changed dollar deposits to pesos at a rate of 1.4 to the dollar earlier this year, after devaluation.

The government has promised banks compensation after they incurred billions of dollars in charges because of the mismatch but the exact dollar value of the package was not officially known until Thursday's announcement.

Lavagna did not say, however, when the bonds mature or provide any other details of their terms. (Reuters)

Former IMF official blames Menem for Argentine collapse


Buenos Aires, Jul 14 (EFE). Former IMF research director Michael Mussa said former Argentine President Carlos Menem triggered the country's "economic collapse" during his presidency (1989-1999). The International Monetary Fund's director of research from 1991 to 2001, blamed the tragedy on the government's "ineptitude" at controlling the fiscal deficit and on its maintenance of a rigid exchange rate.

He also said the Fernando de la Rua administration, which ended abruptly with De la Rua's resignation on Dec. 20, committed the same mistakes.
